This position is located in Sacramento.

Under the general direction of Staff Services Manager I, the incumbent will independently perform the more responsible, varied, complex technical and analytical assignments related to employee performance management. The incumbent provides in-depth consultation to HCD management and interprets various laws, rules, and regulations established by governing control agencies.

This job can be done partly from home and partly from the office, based on California state rules. Sometimes, you may be able to work entirely from home, but the department will decide. You must live in California.

HCD Disclosure Requirements

Selected candidates may be subject to rules imposed by a Conflict of Interest Code that apply to HCD employees, which may require filing a Statement of Economic Interest (Form 700).

HCD conducts pre-employment background checks on all new to HCD or returning to HCD candidates. This position requires a background check to be conducted in California and  cleared prior to being hired.

Per CCR 249.3, this job control may be used to fill subsequent vacancies.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience interpreting and applying appropriate control agency laws, rules, and regulations.
  • Knowledge of the State’s progressive discipline process.
  • Experience with providing consultation to supervisors and managers about employee performance management, probation reports and performance appraisal summaries.
  • Experience researching and preparing expectations memos, counseling memos, rejections during probation, notices of adverse action, etc.
  • Ability to effectively communicate both orally and in writing with various levels of management.
  • Ability to exercise initiative and flexibility.
  • Ability to organize and establish workload priorities and work well under pressure.
  • Ability to develop and evaluate alternatives and present ideas and information effectively.
  • Experience and proficiency in computer skills and knowledge of software, including, but not limited to: MS Word, Excel, Outlook, PowerPoint, Visio, Adobe Pro, PeopleSoft, and SharePoint.
  • Experience with public speaking or developing and providing training.
